        Learning organization and empowerment is one of the most important sources of competitive advantage for the organization. The purpose of this study is to assess the impact of dimensions of organizational learning on staff cognitive empowerment in Persian bank (Tehran central branch).The study population consisted 390 staff  Bank, out of them 194 staff were selected using Finite population sampling method.200 questionnaires were distributed and data analysis of data was performed using SPSS 15 software. Research results indicated that Persian Bank (Tehran central branch) is in good condition in terms of variables of organizational learning and empowerment. Research results also indicated that   there is a meaningful, direct and positive relationship between organizational learning as well as its dimensions and Staff's cognitive empowerment among the dimensions of organizational learning, knowledge sharing had the strongest relationship with staff cognitive empowerment and employees’ merits development has the weakest relationship with staff's cognitive empowerment.
