        In the history of Iran's relations with the Soviet-Union, the issue of the North Oil Score is of particular importance. When the five northern provinces of Iran were excluded from the Darcy-contract and the British won the South-Oil Score without any problems, since then, Russia and the Soviet Union have been trying to obtain similar privileges in Iran. The Soviet Union sought to earn points from the northern oil. But with the passage of the Iranian National Assembly not to give up any oil pledge until the end of the world war, however there were some problems in the internal situation in Iran, the Soviets failed to achieve this goal. The issue of applying for a petroleum scourge has become a major controversy in relations between Iran and the Soviet-Union. The Soviet Union was never satisfied with the powerful western powers such as the United States and Britain to close to the borders of the country on the pretext of extracting oil. Iran also pursued its own goals with the North Oil Score. The Iranian government that was usually under pressure from Russia and the United Kingdom, in the first attempt, with the suggestion of transferring North-American concessions, while reducing its economic problems, tried to released the Soviet and British pressure. Meanwhile, putting the third power foot on Iran could have adjusted the conditions for Iran in international competitions.         Iran's strategic position has always been coveted by the colonialists due to the existence of oil wells in the north and south of Iran and its great importance in the world arena. During World War II, when Iran was occupied by the Soviet Union and Britain, and after the end of the war, Britain withdrew its forces from Iran, but the Soviet Union sought to gain concessions under the pretext of that. It was at this time that Ghavam's role as prime minister of Iran, which had relatively good relations with the Soviet Union, was evident in the evacuation of Soviet forces. The main question is what was the role of Ghavam Al-Saltanah in handing over the northern oil concession and what was its purpose? Ghavam's policy on this issue was very complicated, because he, as prime minister, had to protect Iran's interests, and on the other hand, he had to protect the interests of the Soviet Union, which had supported him. This article aims to examine the relationship between Iran and the Soviet Union during this period and why Ghavam handed over northern oil to the Soviet Union, and tried to discuss how to negotiate and resolve the issue of Soviet withdrawal from Iranian territory. The research method is also qualitative and has historically described and analyzed the events. Findings show; Ghavam's main purpose in handing over this concession was not to betray the country, but only as a means to expel Soviet forces from Iranian territory. Manuscript profile

        In examining the impact of oil on the relations between the two countries of Iran and Russia, it turns out that they were trying to reach the Iranian oil resources in some cases, one in 1299/1921and the other in 1920/1941. At the time of Iran's occupation of the Second World War, the Russians, though at every turn did not succeed in their goals, during the occupation of Iran in September 1941 by the Allies they used all the necessary tools. For example, they used the Tudeh Party, the first and most organized Leftist party in Iran, to achieve its oil targets. At this stage, the Russian Foreign Ministry Deputy Foreign Minister, Sergey Kavtaradze came to Iran and formally requested for a license to exploit North Oil. The Tudeh Party, while previously opposed to any transfer of privilege to foreigners, when the Soviet Union- their spiritual and co-professional supporters came out, by providing the Balance Scheme they granted the southern oil share to the British and the North Sea's privilege to the Soviet Union. Because the American companies were set to exploit the oil scorecard in northern Iran, immediately the Soviet Union entered the scene and the Tudeh party also met with them. In this context, the efforts of the Tudeh Party to satisfy the Iranian government and parliament in order to agree with the Soviet demand for oil in their own way can be considered. Manuscript profile
