        1 - Feasibility Study of Resilience Management Principles in Iran Metropolises with Emphasis on Hugo (HFA) Approach (Case study: Tabriz metropolis)

        Introduction and purpose: In the settlement risk reduction approach, a resilient system is one that can absorb temporary and permanent hazards and adapt to rapidly changing conditions without losing its function. In this regard, the need for a dynamic and systematic management approach in order to achieve resilience is felt. Considering the importance of the role of managerial indicators in the realization of a resilient city, the purpose of this study is to assess the feasibility of resilient management principles in Tabriz metropolis with emphasis on the Hugo approach. Research method: Research method is applied in terms of purpose and in terms of analytical-exploratory nature, which in order to analyze the information has been used the exploratory factor analysis model. Also, the statistical population of the study includes academic elites and managers and officials in the field of crisis management in Tabriz, that the sample size is estimated to be 100 people based on the Delphi method. Findings: Findings show that the top 10 management principles of resilience based on Hugo's perspective such as integration and coordination in decision-making and policy-making, oversight and inspection measures, structures and laws, organizational and local capacity building, and approaches to crisis and rehabilitation in and after metropolitan areas. Tabriz is not in a good condition. Results: The results also show that 17 components affect the impracticability of this approach in Tabriz metropolis, which based on the factor analysis model, the three main factors of management structure and inefficient laws, lack of institutional capacity building and emphasis on knowledge-based and lack of multidimensional and systemic perspective can be classified with special values of 6.452, 3.159 and 1.8993, respectively.   Manuscript profile
