In the prospectus subscription, one of the reasons of the capital raising is announced as the investment expenditures financing and the firm’s growth. Financial theories have stated information content of the capital raising in the form of the information release hypothesis, information asymmetry, free cash flow hypothesis and the signaling hypothesis.         This article aims to study the factors affecting the dividend payout ratio and compare the forecast accuracy of neural network and regression models using the data for the companies listed on Iran OTC market. This article also studies the relationship of last year dividend payout ratio, fixed assets to total assets ratio, current ratio, assets-to-debt ratio, revenue growth, accounting earnings quality ratio, and cash return on assets as independent variables with dividend payout ratio as dependent variable. For hypothesis testing, second-order multiple egression model was employed with a sample size of 50 companies in OTC market during a 5-year period of which their end of fiscal year was from March 20th, 2011 to September 22nd, 2015. The results showed that last year dividend payout ratio, fixed assets to total assets ratio, current ratio, assets-to-debt ratio, and accounting earnings quality ratio have no significant relationship with the dependent variable. Revenue growth and cash return on assets, however, have a positive, significant relationship with dividend payout ratio. Findings also indicate that forecast error of neural network is smaller than that of regression model. Therefore, neural network gives better forecast Manuscript profile

        Background and Objective: Flood risk assessment and zoning in human settlements is an important activity in line with sustainable development of human settlements. The reason is that these settlements are developed alongside the rivers, and bed and margins of torrential plains ignoring the hydrological and dynamical conditions of rivers and upstraem river basins that can increase flood risk and life, financial, and sub-structural damages. This study aims to identify the flood reasons and predict the range of subsequent damages within Abali area. Method: The conceptual model of DPSIR has been used to analyze the elements effective on the flood in the area. In DPSIR analysis of the area for its vulnerability against flood risk, societal, economic, spatial and environmental factors are considered asdriving forces. Then, the flood risk levele in the study area is determined by making plots for the driving forces and zoning the area. For this reason, Fuzzy AHP was used for calculation of layers weight and programming in MATLAB software was done to run it. Finally, risk zoning was carried out based on the weights extracted by Fuzzy AHP method in GIS environment. Results: The results show that from the total area of the case study, about 1788 hectare has a very high risk, 5098 hectare has a high risk, 6190.75 hectare has an average risk, and 3038.75 hectare has a low risk of flood. Conclusion: The results from integration of Decision Support Systems (DSS) models and GIS, as approved in previuos studies, indicate their high efficiency in identifying the areas with high flood risk.         Background and Objective: In order to understand the condition of ecosystems it is essential to asses the threats and disturbances affecting the ecosystems and to develope suitable strategies for environmental management, monitoring and assessment. Especially, sustainable management of wetlands, in terms of their terrestrial and aquatic ecosystems composition and characteristics, requires scientific and multidisciplinary approaches. Due to the impacts of these threats, characteristics of ecosystems have become vulnerable. Method: This study has been done to provide a new method for vulnerability assessment of Choghakhorwetland at fine scale in order to develop management strategies. At first, by using the Driver, Pressure, State, Impact and response (DPSIR) model the threatening factors and values including ecological, hydrological, economic and social factors were investigated. Then the threats, values and links between threats and values were assessed. Vulnerability assessment is done through combination of their scores. Conclusion: Results of this research indicated that main threats impact on ecological values included loss of birds and wildlife habitat. Increase of the height of constructed dam and drought have undesirable and severe impact on water supply for Gandoman wetland located in downstream lands.         Planning and policymaking in the field of economic, social, and environmental development of the province requires having accurate information about the region. Land cover in Mazandaran province is changing rapidly due to high population densities, high rates of immigrants, favorable natural conditions, multiplicity of industrial units, coastal borders and huge construction trends in the recent saline. It is clear that the balanced and imbalanced development of geographic spaces requires careful and comprehensive examination of economic, social, and cultural issues, and a better understanding of the needs of the community and their improvement. Therefore, the aim of this study is to investigate the predisposing and effective factors on natural resources and ecosystems of Mazandaran province. This research is a descriptive-analytic study based on library studies and comprehensive review and search of electronic databases in order to fully identify Mazandaran province in terms of economic, social, cultural and environmental aspects, and then assess the status of the province based on the analytical framework of the DPSIR model. The results of the study indicate an increase in the area of residential, agricultural, rangeland, road, transportation and fall in the forests of the province. This study was also used to increase population density, agricultural development, roads development, industrial development, urban development and propellants forces. The results of the study showed that the DPSIR model can classify diverse information about the province's conditions in order to provide this information to policymakers for possible responses, and this is why the method has been rapidly increasing in recent decades by researchers and policymakers in use.         Background and purpose: In today's world, population growth and industrialization, regardless of the potential of the lands, have put pressures on the environment, upsetting the balance of nature, creating environmental challenges and affecting the quality of human life today.  Wind breaking is a complex process that takes place in various forms such as excavation, transfer, granulation, abrasion and finally sedimentation. One of the most important environmental crises in arid and semi-arid regions is the destructive phenomenon of desertification and windfall, the occurrence of which is the occurrence of dust storms and the movement of fine dust. The purpose of this study is to evaluate the effects of wind in Reagan County on economic, social and environmental sectors using the DPSIR model. Since wind is one of the major problems in the Reagan area, it is necessary to draw a chain of cause-and-effect relationships involved in the three economic, social and environmental environments of the region.Material and Methodology: In order to conduct this research, three indicators were selected from three environments:  economic, social and environmental. Then, the available information was collected from relevant organization of each indicator, they were placed in the DPSIR framework. And then was shown a chain of cause-and-effect relationships in relation to those indicators.Results: The results of the research indicate that the damage to the agricultural sector due to the dust phenomenon has had an upward trend from 2007 to the first 6 months of 2018. In the social sector, according to the suspended particle measuring device (pm) in the two months of April and May 2018, there were few clean days and according to the statistics of the health center, the number of people referring to medical centers due to respiratory problems has been high. Also in the field of environment, in Reagan area, an area of 158,200 hectares of critical hotspots was identified with great intensity and has affected the biodiversity of the region, especially Persian Kahour trees.Discussion and Conclusion: The result of the research showed that the wind phenomenon in Reagan area with improper human management and exploitation of the environment as a positive feedback has fueled this phenomenon and has created adverse effects such as dust storms.  Manuscript profile

        Water resource evaluation is considered as one of the fundamental steps in water resource management. DPSIR framework assists water resource decision makers with evaluating main reasons led to current conditions to fundamentally address related problems.The DPSIR analytical framework is not new but developed from the pioneering work by the Organization for Economic Cooperation and Development (OECD) in the 1980s, and was published in the early 1990s. In this study, based on DPSIR framework, a conceptual model for evaluating current water resource condition in Latiyan dam catchment is proposed to integrate environmental and social-economic indexes. Finally, after assessing the Latiyan dam catchment’s water resource condition, appropriate responses are suggested to tackle water resource condition in the region. These responses will remove or reduce the undesirable effects of natural and human reasons on water resources. The results show that increasing in Tehran’s annual average of daily temperature by 1.50c during past 50 years as well as Tehran’s population growth of more than 11 times in the same period results in falling Tehran’s groundwater surface elevation that according to changes’ trend in climate change and water quality parameters, the groundwater surface decline is more of human driving force Manuscript profile
