        One of the outcomes of the Shah Safi’s policy and the signs of his weakness in his reign period is the occurrence of the interior revolts including the revolts of the Gorgia state. The Gorgiarevolts(Mouravi revolt in 1039.A.H)and the Timouraz revolt(Tahmoreth)in1042.A.H)were occurred by means of the historical, political and social backgrounds as well as the dominant circumstance in Gorgia in the priod after the Shah AbbasI and against the Safavidgovernment.The elements of the revolt(Mouravi and Timoraz(Tahmoreth),due to the death of the Shah AbbasI and the weak authority of the young and inexperienced king, considered his grandson as a suitable opportunity for independence,separation and the achievement of their demands and desires. Therefore, by means of the stimulation of people’s sensations in Gorgia and giving the promise of independence to them as well as the request of support of Ottoman misled a considerable part of Shah Safi’s military efforts and Safavid’s army to themselves and provide a basis for the interference of the Ottoman government in internal developments in Iran and Gorgia, causing their relationships to become strained which concluded a ten-year argument between the two countries during Shah Safi period.In this article,considering the reasons of the importance of Gorgia during Safavid period,the causes of the Gorgia’s revolt(Mouravi1039.A.H and the Timouraz(Tahmoreth)1042.AH), the rebels’s efforts, the nature and the basis of these revolts and the destiny of the revolters have been concentrated according to historical, descriptive-analytic procedures relying on the reports of formal historians of Safavid and the recent studies and the researches.         Dynasties of kings of Iran had a particular relations with Georgians from the old era. The position of Georgians, land have caused that two super powers of the Old Age, Iran emperors, and Roman Empire, to give attention to this nation. After collapse of Sasani kingdom and establish of Islamic government, rivalry with Roman for Georgia ended. Safavid kings were attacking Georgia always, to lead in to captivity the people, especially the yang girls and the boys, that they were very pretty and nice, and to acquisition of spoils. They name this attacks ,Jehad and Ghaza (holy war). On Safavid period, Georgia belonged to Iran kingdom. But Aqa Muhammad Khan, the Qajar king attacked Georgia and massacred the people and took very captives. Hence, the Georgians became weary from Iran and went towards Russia.         International crises have always been a testing arena for international law. In this regard the conflict and war between countries، due to its wider repercussions and its deeper impact، is a more sensitive issue. The study of the observance of the principles and rules of international law in Russia-Georgia war which occurred on 8 August 2008 can be suitable criteria for evaluating the orientations and measures of the two countries. The question raised by the present article is، from legal point where does the Russia-Georgia war stands and what legal justification one can have for the military invasion of Georgia in Southern Ossetia and also the military intervention of Russia to protect the Russian citizens residing in Southern Ossetia. The article by a descriptive-analytical method wants to evaluate the conformity or non-conformity of the stands of the two countries with the principle and rules of international law. The findings of the study shows that the military invasion of Russia to territory of Georgia and also resort to undue force by the Georgian forces in autonomous republic of Southern Ossetia had been contrary to customary and conventional principles of international law and both the warring parties have breached certain aspects of international law.         Abstract Georgia’s declaration on independence in April 1991 and after the collapse of the USSR followed a policy which makes it independent of Russia and close relations with the US and its western allies. After the Rose revolution in 2003 and the election of the new president Mikhail Saakashvili, one of his first tasks was to consolidate its power and to deal with the situation in Georgia’s three autonomous regions- Ajar, Abkhazia and South Ossetia. After five years of efforts for managing peacefully the two other conflict regions, confrontation with Russia came to a new phase. Russia was supporting separatists of Abkhazia and South Ossetia to justify its presence in and outside of the border of Georgia. As a matter of fact, relations between Russia and Georgia have reached a new low. At the center of their quarrel are Georgia’s secessionist regions, Abkhazia and South Ossetia. The relations of the country with western actors acquired new dynamics, especially considering the solid US support before and during the events. Saakashvili openly stated that membership in the EU and NATO is his main priority. Increasing of the presence of Americans in Georgia and withdrawing of Russians troops from the territory of Georgia, encouraged the Georgians to start new efforts for the settlements of Ossetia’s conflict. Georgia attacked Tskhinvali, the capital, in august 2008 and captured this city. But it was not to be expected, fast response, intense lightning and Russia to these proceedings. down and recognized the independence of these regions.This paper explores the challenges facing the Russian and American policymakers in Georgian territory and attempted to causes and roots of developments in the South Caucasus region in terms of foreign policy of Russia and America should be analyzed.         Abstract Being situated in the Caucasus, Georgia has always been a very important region. Accordingly, since the very beginning of the independence of Georgia, Russia has always tried to follow its goals in this country. The following paper is a study about the relationship between the two countries and the disagreements that they have had so far. The researcher has tried to discuss the most significant reasons for the importance of Georgia. This is followed by a discussion on the history of the relationship between the two countries. The researcher then tries to expand on the background of the disagreement between the two countries.
