Latin America is one of those in which China has had a growing presence. This research is going to find the reason why china is present in the area and to find out the consequences of this presence in terms of Robert Kagan theory. So the authors are to validate this theory: china in the way of increasing power and also balancing geopolitical against the United states and as an answer to America's presence in the south-East of Asia, china has defined Latin America as an important country in its foreign policy. Energy diplomacy can be considered as part of the macro-energy policy of Iran in different periods. The present study seeks to answer the question from the perspective of Critical Geopolitics how Russia's approaches towards Iran's nuclear dossier can be explained as a permanent member of the Security Council, a signatory of the JCPOA, and of course a mediator. Practical geopolitics, as one of the four research areas of critical geopolitics, will provide an answer to why Russia's foreign policy is pragmatic and "multivector". The findings of the study explain the oscillations of Russia's foreign policy towards Tehran with a focus on multivectorism, opportunism, and pragmatism, and while recognizing geopolitical and economic considerations in the foundations of Russia's foreign policy, it argues that these approaches still have limitations in explaining some aspects of Russia's foreign policy decisions and actions due to their materialistic foundations. In fact, Russia, with the role of a mediator, while trying to keep Iran in its orbit, also takes advantage of the nuclear dossier of Iran in regulating its relations with the West. The method of descriptive-analytical research and the method of data collection is library. In this regard, books, articles, documents, internet resources, and comments of experts and relevant authorities have been used to collect data. Manuscript profile

Abstract: Iran's relations to the US has got a shorter life than other great powers. CIA coup in Iran in 1953 and seizing the US embassy on 1978, has formed the beginning and the end of real political relations of the two countries. This article has analyzed the conquest of this place from a particular aspect. The main question of the article is that, what is the relation of the seizure of American embassy in Tehran, to Americans exeptionalism? The assumption of the article is that: “the most important component of the American strategic culture is the idea that this country is exceptional. With the seizure of US embassy, this country got humiliated, and it challenged the US. Perception of exceptionalism, therefore after the event, the country has always been looking for a way to compensate this feeling of shame.” The mentioned assumption has been extracted from the conceptual framework of “The Geopolitics of Emotion”. The article is based on a descriptive-analytic study and reading numerous memories of political officials and American hostages. With assuming the loss of America's strategic interests due to the fall of the Pahlavi regime, this article has considered the American exeptionalism as one of the major reasons of its strategic behaviors towards the Islamic Republic over the past 40 years.
