        The purpose of the current research is to analyze the managerial, political-legal and infrastructural barriers to the development of sports tourism in Iran. In terms of objective, it is applied and in terms of qualitative research method, it is based on thematic analysis approach. In this research, according to the purpose of studying the participants based on snowball sampling among those involved in sports tourism in the country (managers of selected sports tourism tours, university professors specializing in sports tourism, as well as selected managers of the Ministry of Sports and Youth ), were selected (14 interviews). In order to collect information, a semi-structured and in-depth interview was used. The results of the research showed that planning, evaluation, communication, human resources management and manager characteristics are among the constructive themes of management, legal, insurance and political obstacles are among the constructive themes of political-legal and facilities and transportation are among the constructive themes of pre-infrastructure. In general, it seems that the officials and those involved in the field of sports tourism in the country should think of measures to provide opportunities for the development of sports tourism in the country by removing the obstacles mentioned in this research.         In this study, the barriers of 58th law of country servise management in line with staff’s empowerment to efficiency and effectiveness of Meli bank were studied. . This research is applicable, and correlational in nature of purpose, and descreiptive-fielding in path. The statistical population includes all employees working in the administrative office of the Meli Bank in Qazvin that their number was 230 people. A number of 124 people from this population were selected as. A questionnaire was used to collect data. The questionnaire has two parts. The questionnaire includes 18 specific questions. The validity measured using the content validity and approved by numbers of 15 experts also internal consistency reliability was used to assess the reliability of the assay. The questionnaire was distributed among a sample of 30 experts and Cronbach's alpha coefficient and the reliability of the questionnaire organizational silence equals 0.712. The numbers of 140 questionnaires were distributed among employees that 124 questionnaires were returned and analyzed. The collected data were analyzed using descriptive statistics (frequency, mean, standard deviation) and inferential statistics (Factor analysis and Freidman test).         In this research to identify barriers to the implementation of Article 36 of the Law on the National Bank in connection with the reform of the civil service management business processes were discussed. The purpose of the research and descriptive correlational. The population of all administrative employees of the National Bank of Qazvin province were employed and that their number totaling 400 persons. The population using simple random sampling method for sampling and sample size of 196 was calculated. A questionnaire was used to collect research data. The questionnaire has two parts. The first part reviews the demographic characteristics of individuals which includes four questions, the second part of which contains 27 specific questions were specific questions. The validity of using content validity was approved for 12 tons of banking experts and internal consistency reliability was used to assess the reliability of the assay. The questionnaire was distributed among a sample of 25 employees of the Bank and the reliability of the questionnaire Cronbach's alpha coefficient was 801/0. Then, 220 questionnaires were distributed among employees that analyzed 196 questionnaires were returned and analyzed. Analyzing the data collected, using descriptive statistics (frequency, mean, standard deviation) and inferential statistics (SEM) was performed. The results showed that environmental barriers, organizational, managerial, interpersonal and technical obstacles to the implementation of Article 36 of the Law on Civil Service Management at National Bank of Iran.
