        America's national missile denfence is subject to technological capacities and manpower potentials of this country. The security crises can be accounted as a complement to the technological means if the international system is in a chaotic status. The investigation of America's strategic behavior based on technological components in strategic denfence domain is the major focus of this study. The concept of National Missile Defence was proposed for the first time in early s. President Ronald Regan believed in absolute restraining policy towards the USSR which provided the instruments and technology needed for confronting its strategic threats against Europe, USA, and the Western World. This approach paved the way for the development of Strategic Defence Initiative (SDI). George Schultz, America's foreign minister during , was one of the prominent pioneering features regarding this strategy. America's defence program was generated in the s when the conservative parties, gradually, consolidated their position within the American power structure and the chance for reconstruction and restitution of cold-war defence plans was created. These people believed that the military power is among those instruments that can not be disregarded in international politics. This power-centered approach affected the America's strategic perception and attitude one more time. This study emphasizes the role of conservative strategists, on the one hand, who have adjusted their denfence programs in line with international threats, and on the other hand, have expressed their pessimistic views towards Iran and regarded this country as a factor of instability in the domain of international politics. In this way, US denfence program became two-edged that stood against strategic and security targets of Iran and also played an inhibiting role against Russia's further power-seeking efforts. In this situation, the theme of missile defence was reconsidered in the America's strategic planner's agenda.         The international system after the end of the Cold War is still in transition. There is not yet an established situation in relations of the governments. The former bipolar world has given its place to a chaotic world which does not have a definite order. The Soviet Union and the United States competed with each other during the Cold War era for nearly half a century due to bipolar power structure and nature. For this reason, the study of the relations of these two countries has attracted the attention of observers. After the disintegration of the Soviet Union and separation of several republics and formation of Russian Federation many changes took place in the relations of the two. The relations of the United States and Russia took a new shape during Vladimir Putin presidency due to presence and influence of the United States in the periphery and sphere of influence of Russia. The partnership for peace plan by NATO with Central Asian, Caucasus and former Eastern Europe countries led to sharp differences between Russia and NATO, also deployment of missile defense shield of the United States in Czech Republic and Poland have been among important issues and challenging factors in relations of the two. These measures by the United States have had Russia’s reaction in the shape of energy diplomacy and armament diplomacy. In this regard the Eastern Europe has been the hotbed of all these events.         The gradual deployment of the United States missile defense shield plan from Europe to the Persian Gulf region over the past decade and the establishment of radar and defensive components of this plan, in the whole Persian Gulf region both in its land and floating zone, has implications and also plenty consequences for regional and international systems and has aggravated the fragile security of the Persian Gulf Region. Topics such as the beginning of the arms race, the collapse of the balance of power, the blurred relations, regional instability, and the most important one the trilateral Arab, Israeli, and American alliances can be seen as the security implications of establishing the plan in the Persian Gulf region. Accordingly, the purpose of this research, by using descriptive-analytical method and collecting data with library tools, is to examine the reasons for the formation of the missile defense shield, to analyze accurately its expanding to the Persian Gulf region and its impact on the security of the region. The implementation of this project in the Persian Gulf region will have tremendous impacts on the international system at the head of the Middle East and Persian Gulf and will affect the security of this region and will be sensitive to many countries in the region, including Iran It brings about the nature and final fate of this plan.
