  Fundamental changes in bureaucracy in our country have been noted for many decades by scholars inthe field. In 2002, the Ministers’ Board agreed to implement a seven-principle program oftransformation in PA by state apparatus . The new definition of the state is as a facilitator andaccelerator factor of development; the goal of program is improvement of competence in PA. Thetransformation program should be implemented simultaneously to achieve the goal. This paperexamines the relationship between the implementation strategy for the transformation program of PAand the competence of the state.Using a common index, we gathered a sample of 99 participants from the public implement apparatusof center of the West Azarbayjan province . The findings show mismatching between the program andimplementation due to political, technical and organizational centralization; lack of proper motivationfor top managers; lack of non-governmental institutions in the process of evaluating performance.
