  Background and Objective: Attention to social security is very important in the development of the province and cities as a whole. What is considered by experts and planners in social security is categorized in the form of city and province indicators. Sistan and Baluchestan province has not received enough attention in the discussion of security; therefore, the social security of this province is not at the desired level. The main issue in Sistan and Baluchestan province is achieving sustainable security in various dimensions. In this regard, to answer the research question entitled, "What is the zoning of Sistan and Baluchestan province and the situation of this province in the field of social security?" Been paid. The main goal of achieving sustainable security in Sistan and Baluchestan province is the micro-leveling of the cities of Sistan and Baluchestan province in the field of social security. Material and Methodology: Based on the nature, descriptive-analytical method has been used for this research. The writing framework is based on the interrelationship of security indicators in the social dimension, data collection through library studies and field research (interview) and preparation of a questionnaire, which is used to analyze the data in this part of the analysis method and technique. Findings: It indicates that the indicators of social security in the cities of Zahedan, Saravan, Iranshahr, Chabahar, Khash, respectively, have been more effective in creating danger and as a result of insecurity in these areas than other cities. Discussion and Conclusion: Based on the results obtained in the field of social security, the cities of Fanuj, Delgan, Qasr Ghand, Mehrestan (Zaboli) and Zahak have more security than other cities, respectively, and Zahedan, Saravan and Iranshahr have the lowest, respectively.   Abstract Coexist in peace and security protection is of the core foundation of any civilized nation. And from a long time theorists have dealt with it as one of the most ideal indicators "utopia". Today also, it is such an attractive matter that excites the lawyers and politicians in the international or regional area to think about its legal and administrative instruments and to present strategies for realizing it. But it is to be known what has been neglected in these efforts, is considering the revealed teachings. In the current global situation, negative approach to religious thought, both in the range of interpersonal relationships and social interaction, has made the human cheap senses overcome his eminent senses, and has caused unbridled status in natural impulses such as individualism, exploiting the others’ interests in the service of one’s benefits and the desire to exceed the restrictions.   According to the religion, combat means use of the weapon to frighten and violate people, their property and chastity and its result is divestment of public security. Combat punishment has been determined as a determined religious punishment, but in penal laws, it refers to that part of crimes which are not the instances of the combat apparently. On the other hand, the reasons show those corruptions that relate to determined religious punishments and are also applied to some part of the crimes do not include all corruptions instances absolutely but they just include the corruptions imposed by the violation of the life, property, wisdom and religion of people that divert their security. Today, the most crucial issue in urbanism is social security. In Holy Quran and Imams’ Tradition, security is given a very special position.   Among the threatening factors of contractual security are the use of clever methods by the debtor to prevent the confiscation of property and the fulfillment of the claim by the creditor and generally evading social and economic obligations, which in legal terms is called a transaction with the intention of evading debt. In the meantime, what causes the loss of contractual security and weak credit in business relations with others is the trick of the debtor to avoid paying the debt and harming the creditor due to non-fulfillment of all or part of the demand. It seems that according to the illegitimate nature of this type of transactions, reference to Article 40 of the Constitution with an emphasis on the La-Zarar rule, as well as the precedence of the internal volition over the external volition in contracts and since the debtor's property is the basis of his financial obligations and the creditor trusted him on the basis of this general guarantee and with the loss of this support, he not only caused an undue loss to the creditors but also undermined the security of trade and social trust. It is possible to review the verdict of this type of transaction, which the user of Article 218 of the Civil Code deems invalid only if they are formal, without any conditions, a sentence can be issued to prohibit or invalidate transactions with the intention of evading debt and the basis of invalidity was the public order arising from the principle of contractual security, but in French law, transactions with the intention of evading debt, in terms of the status of legal practice, are in accordance with the lack of citation and cannot be cited against valid parties, but against the creditor to the extent that it is detrimental to him; but if the third party benefits from the concluded legal action, he can rely on it.   Manuscript profile

  < p >The present study studies the characteristics of urban spaces and its role in the sense of security of citizens in the three and twelve Tehran cities. The method of this study was survey and questionnaire tool. The validity of the questionnaire was estimated using Cronbach''s alpha of 89%. A total of 377 citizens from these regions were sampled. The analysis of the findings was quantitatively and inferential and with the help of modeling the equation of structure with the Amos Graphics software. In modeling the dimensions of each of the indicators, they are measured according to factor load, and the results indicate that all dimensions of insecurity have been able to define the main variable well. In structural analysis of variables, urban defensiveness spaces with coefficient (0.72) have a direct and significant effect on insecurity and even this concept has various effects in different situations from many variables. Among the variables studied, the level of awareness of individuals, individual insight and type of space have inverse effects on urban defenseless spaces and on insecurity. On the level of awareness of people and its effect on urban defenseless spaces with coefficient (-0.77) and its concurrent effect with coefficient (-0.58), this indicates that the level of awareness of individuals increases, as a result, Urban defense and insecurity will be reduced.   Abstract Man In addition to the right of life has other rights such as the right of freedom. According to this right man is free from Non-God. Freedom right is the gift of all heavenly religions and all the divine religions. Yet it is accepted this issue that human societies without law and order cannot remain stable. The existence of law is an impossible necessity, although lead to confine man freedom and limitation of his action circle. Human society never graduated from the law and its related issues. Even in the most primitive human societies. Violated to law, including issues that always engaged the minds of scholars and community leaders. Depended on the progress of human societies from primitivism civilization toward modernity gradually evolved thinking of law and each of these communities in terms of government benefited these concepts to creating and expanding order in community and their domestic and foreign stability. Imam Khomeini as the founder of one of the governmental model of contemporary period at his all political and intellectual life insisted on the law abiding and in his statements have always stressed on law abiding and the necessity of law abiding to legal requirements.
