        Hording is the imprisonment and keep the essential goods hoping to the higher price rates. Thereby- hording would lad to provide rights deterioration and injustice in the community therefore Islamic governor is obliged to prevent the abuses and oppress member of society to each other Because all society members have legal rights should be considered. To obtain rights of some individual, the rights of others must never be invaded. According to the Imam Khomeinis point of view private ownership is respected but once it is in contrary. To the individual and society rights, based on lazarar principle which is in opposite to the taslite principle; any ownership deteriorates others ownership is not respected not recognized.         یکی از مباحث مهم در اقتصاد، تعیین قیمت‌از سوی دولت است و این تعیین قیمت تاثیر زیادی در اقتصاد دارد به گونه ای که تولید، عرضه، اشتغال و کل بازار را تحت تاثیر خود قرار می دهد. در نگاه اول قیمت گذاری از سوی دولت امر مناسب و به جایی به نظر می رسد و دولت ها نیز چه بسا به آن اقدام نمایند.در این مقاله به نظر اندیشمندان و فقهای شیعه توجه شده است که با توجه به ادلّه شرعی آیا تعیین قیمت را جایز می دانند؟در این تحقیق به موارد ذیل دست می یا بیم:1. در شرایط عادی بازار؛ دولت نمی تواند قیمت تعیین نماید،2. در شرایط خاص (احتکار، تبانی و انحصار) افراد موظف به عرضه کالا (بدون تعیین قیمت) می شوند؛ در صورتی که فروشندگان اجحاف نموند موظف به کاهش قیمت اند؛ و اگر همچنان اجحاف را ادامه دادند؛ از سوی دولت قیمت تعیین می شود.         Islam has a particular social, economic and cultural system which contains special rules and regulations for all aspects of individual and social life and it does not accept anything apart from that for the welfare of society.These systems are based on the vision and a particular values and their aim would be preparing the base for achieving human to worldly and otherworldly happiness.This paper aims to identify, evaluate and analyze the components and the main entities of the economic system which includes the government and the market. Analysis of features and functions of Islamic government and market in the era of the Prophet and his practical model have had an important place in the history of Islam and Muslims which have been less addressed.Prophet Mohammad was the first founder of Islamic state and one of the drastic measures of the Messenger of Allah in economic field was the establishment and remaking markets that was mostly in authority of Medina’s Jews. In point of view of the Prophet reforming the market system, consideration to the merchant’s issues and encountering with perpetrators decisively, giving attention to the investment community and deploying them with an efficient management in building lands and development of productions and also paying attention to original attempt and tolerating of difficulties can be useful in destroying poverty and inequality of society.         Abstract With the start of the First World War and the entry of the Ottomans into the battlefield, the scope of the war was also extended to Kurdistan. The presence of the armies of the warring governments in Kurdistan, the personal interests of the local rulers by hoarding grains caused a grain the crisis in Kurdistan and social consequences such as poverty, hunger, corruption, prostitution, in the migration of people from cities and the destruction of villages followed. Research method/approach: The current research is based on historical sources, such as books, documents and press, using a descriptive-analytical approach. Objective: To investigate the grain hoarding and crisis in Kurdistan, the activities and performance of local rulers in the First World War. Findings and conclusions: The presence of the forces involved in the First World War in Kurdistan has disturbed the economic order of the region, the provision of food for these forces from local products, the decrease in the essential food of the people, as well as the hoarding of grains by the owners, the negative and inappropriate performance of the local rulers, and in addition to the problems and the many problems caused by the military forces involved in the war in the Kurdistan region due to their own benefit and the survival of their power have become a factor for increasing the economic and social damage of the region and finally led to hoarding and grain crisis in Kurdistan and caused poverty, hunger, famine and other unfortunate repercussions in Kurdistan.         Although research on hoarding has increased in recent years, the psychological processes involved in this often debilitating problem have not been fully elucidated. This study aimed to investigate the role of difficulties in emotion regulation and intolerance of uncertainty in predicting hoarding behaviors. For this purpose through a descriptive study, 345 students (205 females,140 males) were selected using cluster sampling method among students of  Birjand Azad University and were evaluated in terms of hoarding behaviors, hoarding cognitions, difficulties in emotion regulation and intolerance of uncertainty. Data analysis and structural equations modeling showed that difficulties in emotion regulation and intolerance of uncertainty significantly related to behavioral and cognitive aspects of hoarding. The findings related to the mediating role of cognitive aspects of hoarding in relationship between difficulties in emotion regulation and intolerance of uncertainty with hoarding behaviors showed that after applying the editing Indicators, model fit the data. Findings of the study support the cognitive-behavioral models and suggest that the cognitions related to belongings play an important role in the development and maintenance of problems associated with hoarding of unnecessary items.
