        Increasing trend of urbanization has led to problems in various dimensions that one of these issues are the settlements problematic urban that car way and without unplanned formed. The research method is descriptive - analytic and to collect data from the tool library and questionnaires were used.The study population are neighborhood residents banbrz, cochran's sample size by 5 percent error rate 376 students were randomly selected.To analyze of data in spss software was used, pearson correlation test and simple linear regression.The results of this study show that social participation and enabling of the settlements studied 566/0 is effective. 91/8 percent of residents also tend to be pervasive participation of cause of regularize and enabling neighborhood through Participation in decision-making and management , financing costs (the projects),supply human resources for the development of their neighborhood.         Public participation as a missing link in rural development programs has been the focus of researchers and special attention has been paid to promoting the level of active public participation. The guiding plan has been implemented in rural areas with economic, physical, social and cultural incentives and due to its high impact on rural life, it is necessary to evaluate the effective factors of rural participation in its preparation and implementation. In this regard, the present study identifies the effective factors in people's participation in the preparation and implementation of the guiding plan. The statistical population of the present study consists of the villages of Chiar, gholabarsofla, Chesb and Sarmasaghlu selected based on the experts’ view of Zanjan Housing Foundation. Library and field methods (questionnaire) were used for data collection and exploratory factor analysis was used for data analysis. Research findings show that the economic impact of the project is the most important factor affecting the participation of the villagers. The specific value of this factor is 17.654 which alone can calculate and explain 34.321% of the variance. This variable has 8 variables loaded. Among the 8 variables studied in this factor, increase in small workshop and industrial units with a factor of 0.844, variable rate of expansion of in-village commercial service centers with a factor of 0.803, and non-agricultural non-employment in factor with a factor of 0.844. 0.733 was identified as the most important factor affecting the rural participation in the preparation and implementation of the guiding plan Manuscript profile
