        Public participation as a missing link in rural development programs has been the focus of researchers and special attention has been paid to promoting the level of active public participation. The guiding plan has been implemented in rural areas with economic, physical, social and cultural incentives and due to its high impact on rural life, it is necessary to evaluate the effective factors of rural participation in its preparation and implementation. In this regard, the present study identifies the effective factors in people's participation in the preparation and implementation of the guiding plan. The statistical population of the present study consists of the villages of Chiar, gholabarsofla, Chesb and Sarmasaghlu selected based on the experts’ view of Zanjan Housing Foundation. Library and field methods (questionnaire) were used for data collection and exploratory factor analysis was used for data analysis. Research findings show that the economic impact of the project is the most important factor affecting the participation of the villagers. The specific value of this factor is 17.654 which alone can calculate and explain 34.321% of the variance. This variable has 8 variables loaded. Among the 8 variables studied in this factor, increase in small workshop and industrial units with a factor of 0.844, variable rate of expansion of in-village commercial service centers with a factor of 0.803, and non-agricultural non-employment in factor with a factor of 0.844. 0.733 was identified as the most important factor affecting the rural participation in the preparation and implementation of the guiding plan Manuscript profile
