        Background and Objective: The necessity of addressing the environment in the oil industry and related industries becomes clearer when we realize that it is impossible to move in the direction of continuous industrial improvement without paying attention to the environment. Environmental issues are a completely cross-sectoral issue and all members of the society, especially organizations and institutions, should take advantage of the power and efficiency of their organizations in preserving and maintaining the environment as a public duty from any activity that is related to pollution or prevent irreparable destruction of the environment. The aim of this research is to design an integrated management model for the country's energy sector with an emphasis on environmental policies. Material and Methodology: This article is a qualitative research. The statistical sample of the research (elite) has been selected as a cluster from among the members of the statistical community. In this way, the statistical population was first divided into different clusters (cluster of faculty members, cluster of oil sector managers, experts in the field of oil industry in 1400), then, according to reaching data saturation, a total of 25 experts were interviewed. To analyze the data in the interviews section, three stages of open coding, central coding and selective coding have been used. Data analysis has been done according to the grounded theorizing method after conducting the interview, during three stages of open coding, central coding and selective coding. To do this, Maxqda software was used. Findings: Based on the findings of this research, 18 components were extracted from the 101 primary concepts in the axial coding and finally, in the selective coding stage, 5 main categories were extracted under the headings of social dimension, technical dimension, economic dimension, environmental dimension and legal dimension. political and legal were selected as the dimensions of the integrated management model of the country's energy sector in the final model. Discussion and conclusion: Environmental and international policies can reduce the pollution of the energy sector, including oil, and the legal measures carried out at the international level can control and monitor the environment. Institutional and political factors play a key role in promoting the transition to renewable energy, and improving these factors can lead to decarbonization of the energy sector in the long term. Global financial development has no significant long-term impact on the transition process, which means that the entire financial system needs a fundamental structural change to accelerate the substitution between polluting and clean energies. However, in the short term, the impact appears to be negative and significant, highlighting the inadequacy of financial institutions and financial markets in promoting a sustainable path in the region. Social self determine the level of trust in government programs and structures and decision-making institutions in urban sector which increases citizens' sense of belonging and results in sustainable urban development in various social, economic and environmental aspects. This study investigated and explained the role of social self of Tehrani citizens in sustainable urban development. This survey was conducted using a descriptive-analytic method and data were collected using a questionnaire. Statistical population was all residents of District 2 in Tehran, and 600 citizens above 18 years old were recruited. Findings suggested a significant relationship between social self and sustainable urban development. In addition, two dimensions of social self, i.e. social competence and social responsibility, had a significant effect on sustainable urban development.         Introduction and purpose of the research: sustainable development means the realization of economic, social and environmental goals to maximize the welfare and health of the current human being without harming the ability of future generations to reduce human problems, sufferings and meet their needs; And this goal will be possible when the original capital reserves do not decrease. Thus, capital in the concept of sustainable development includes people, social groups, environment, culture and history. Today, cultural centers, despite the infrastructural facilities, architecture and suitable space, are less suitable for their development goals and have gaps in the field of development planning that can be considered and investigated. The current research is developmental and strategic in terms of the type of goal and exploratory in terms of the data collection method. Research method: with the help of the qualitative research method of the SWOT analytical model, the strengths and weaknesses, opportunities and threats of cultural centers in the field of sustainable development among 103 employees of cultural centers in Tehran, including privileged cultural centers such as Khavaran Cultural Center (Region 15), Bahman Cultural Center ( Region 16), Eshraq Cultural Center (Region 4) and Ferdous Cultural Center (Region 5) as well as less privileged cultural centers such as Mehr Cultural Center (Region 19) and Danesh Cultural Center (Region 21). Findings: In terms of internal and external issues and the function of cultural centers in sustainable development, helping the urban society by promoting the normative tendency to participation and trust as two important cultural flows in the social action of citizens; It is possible through empowerment and effective education and expansion of social capital. Conclusion: Therefore, strategies and proposals such as single policy making, integration of social vice and municipal cultural organization, paying attention to the needs of the audience and attracting young people, improving the quality of human resources and the capacity of cultural center programs and facilities in the field of improving the process and managing sustainable development for The use of sustainable development is suggested.
