Abstract :
Purpose:
The aim of this study is to design and localize a model for the sustainable development of the Makran coasts based on a community-based approach and the utilization of indigenous capacities in southeastern Iran. As one of the country’s strategic regions, this area has significant economic, social, and environmental potential which, if properly managed, can serve as a catalyst for sustainable development. This research seeks to integrate the economic, social, and cultural capacities of the local population by presenting a comprehensive model that not only considers the natural resources of the region but also emphasizes social needs and local participation.
Research Methodology:
This study was conducted using a qualitative research method and a grounded theory approach. The required data were collected through semi-structured interviews with 30 experts, university professors, and specialists in coastal development. Snowball sampling was used to select participants. Data analysis was carried out using MAXQDA software, which enabled categorization and coding of the qualitative data.
Findings:
The findings indicate that to achieve a localized model for the sustainable development of the Makran coasts, attention must be paid to the following key concepts:

Human capacities such as local knowledge, traditional skills, and social networks

Natural capacities, including biodiversity, water resources, and renewable energies

Social and economic participation, such as local decision-making, handicrafts, and sustainable tourism

Development challenges, including social inequalities and dependence on government aid
