Designing the IPA-FAHP integrated model for prioritizing the general administrative policies Case study: A defense industry

Abstract :
Because of multiplicity of general administrative policies, it’s necessary to priority them to focus on the successful implementation of these policies and avoid confusion. In this article, the priorities were defined by new-applied-verified-method, and a model & software was proposed base of this method. In this way, the overall parameters of any policy are: “The importance or weight”, “status quo” and “capability of existing improvement”. In this way, to measure the "importance" of policies, the Group Fuzzy AHP is recommended that use in quality problems. Also the data validity was confirmed by inconsistency ratio. “Status quo” and “capability of improvement” were marked in the form of a 7th Likert. In fact, the new matrix was developed, by integrating the Importance-Performance matrix in vertical dimension, called “weighted-gap”; and “capability of improvement” in horizontal dimension. Finally, the method output is demonstrating in "Weighted Gap-Capability" matrix, which reflects the priorities to improve policies in the industry.
