Abstract :

Almost none of the planning theories adequately describe the full spectrum and complexity of practical land use planning. Negative factors affecting the growth of cities include: land prices in metropolitan areas have grown faster than the price increase of other goods and have exacerbated the problem of obtaining land. This research seeks to present a desirable model of land use change in the Article 5 Commission. In terms of methodology, this research uses the alignment design under mixed research. This research uses a realistic approach and uses a post-hoc strategy. In the index score measurement model (t), fortunately, the significance of all indicators has been confirmed and they are ready for the calculations of the correlation coefficient and standard deviation. Here, the power interest indicators have achieved a score of 3.403, which is an acceptable score, while the public interest indicators have achieved a score of 5.405, which is a very good value. The sustainable development indicators have also been well confirmed with a score of 6.085. In the final research model, the sustainable development criteria indicators, which include (1) amending the sustainable income law of municipalities, (2) balanced distribution of land uses, (3) realizing the concept of the right to the city from a sustainability perspective, (4) mediating benefits and preventing losses, and (5) balancing land prices, seek to play a balancing and mediating role among other indicators that, on the one hand, have a partial view of ensuring the interests of those in power and capital, and on the other hand, have a deep look at the interests of the general public.
