Identifying the Factors Affecting the Determination of the Optimal Service Level in the Contract of BOT Transportation Projects Using Theme Analysis (Case Study: Tehran Transportation Fleet Electronic Ticket Contract)

Abstract :
The aim of this study was to identify the factors affecting the determination of the optimal service level in the contract of BOT transportation projects using theme analysis. The method of this research was qualitative and based on interviews with experts and theme analysis. The interviews were conducted in a semi-structured manner with a design of 6 questions and 7 experts. According to the results, it can be concluded that the success of BOT projects in Iran depends on important factors such as legal and regulatory frameworks, stakeholder participation, financial instruments, risk management, and continuous monitoring of contractors' performance. Creating a transparent legal framework, active participation of all stakeholders, using appropriate financial instruments, and managing project risks are among the most important factors that should be considered in the implementation of these projects. Continuous monitoring of the performance of contractors and ensuring the provision of quality services to users are other key factors in the success of BOT projects. By adopting appropriate solutions and solving the existing challenges, it is possible to help improve the performance of BOT projects in Iran and achieve the country's development goals.
