Abstract :
The water crisis and the security challenges caused by it are among the most important environmental issues at the current time, and in areas where the amount of rainfall is decreasing ,the water has been a cause of anxiety. One case is the border rivers and since Iran has border rivers it is not exempt. The Hirmand which originates from Afghanistan, flows into Iran after a distance and is one of the most important sources of water in the northeast of the country. Since the hydrological, regional, factors have an effect on amount of the water that is withdrawn in the country of Afghanistan, there is a visible reduction in the amount of water in the Hirmand The non-implementation of the Hirmand treaties and failure to resolve the differences between two countries have had a great negative impact on political, social, and security issues, especially livelihood and economy. The purpose of this research is to examine the Hirmand water sharing treaties and the impact of reducing the amount of water usage has had on the security of the I. R. of Iran in last decade. The results of the research indicate that, due to the upstream location and seasonality of the Hirmand and the strong dependence of northeastern regions of the country on its water, it is necessary to consider its security in practical policies. According to the theoretical nature of the study, the research method is a descriptive-analytical method and the instrument for collecting information is a library method
