Civil disobedience as an opportunity for accountable governments and good citizens

Abstract :
One of the most important issues for public law and political science theorists is how to regulate the relationship between government and citizens and why all kinds of social actions against the government. The question is, if governments replace the "Rule by Law” with the “Rule of Law", how can citizens force governments to cancel or amend their performance or reform their actions? Civil disobedience is one of the effective methods in this regard. The findings of this research indicate that acceptance of civil disobedience as an opportunity for continuous improvement of laws and regulations and government decisions and adequate and transparent response to the social demands of citizens should be the criterion for the behavior and performance of both government and citizens. In a way that neither public security is threatened nor the rights and freedoms of citizens are ignored. If governments want to enact laws and regulations regardless of social realities and the demands of the people, civil disobedience is an appropriate and effective way for citizens to deal with them. So law-abiding and accountable governments consider civil disobedience as an opportunity to take advantage of constructive criticism from good citizens who are not indifferent to the political and social fate of society and stand up to the government and the community knows responsible and committed. Library method was used to collect data and descriptive-analytical method was used for correct analysis.
