The European Union and the Failure of the Engagement Strategy against Russia

Abstract :
European countries became a union after the Maastricht Treaty. They tried to integrate the countries of the Eastern Bloc into their political and value structure and in this way to institutionalize peace and stability on the level of the European continent. Therefore, based on the engagement strategy, which was based on the two basic principles of democratization and integration in the liberal economy, they interacted with the Eastern Bloc countries. This strategy was successfully implemented for some Eastern Bloc countries such as Poland, Hungary, etc., and they became members of this Union by accepting the normative principles of the European Union as a reward. But this strategy was not successful in the case of Russia, and Russia's attack on Ukraine has indicated the complete failure of this strategy towards Russia. Therefore, this article raises the question why this strategy has failed against Russia? This article will argue that the inherent weakness in this strategy was the main reason for the failure of the European Union's engagement strategy towards Russia. The findings of this research show that the weaknesses in this strategy, as well as the top-down view of the European Union, have only been effective against the medium and small powers of the Eastern Bloc, and it has failed due to Russia's strong political and cultural power. This article has used an explanatory method to confirm its point of view.
