Abstract :
n the present international system, the spread and appearance of China has changed into an important and unavoidable matter. That's why this previous regional power, has come to act in the domain of world and extraterritorial context. It has also presented itself as regional area power.. Latin America is one of those in which China has had a growing presence. This research is going to find the reason why china is present in the area and to find out the consequences of this presence in terms of Robert Kagan theory. So the authors are to validate this theory: china in the way of increasing power and also balancing geopolitical against the United states and as an answer to America's presence in the south-East of Asia, china has defined Latin America as an important country in its foreign policy. Then three solution including political, financial، military and security matters are investigated considering the fact that countries are trying to increase their level and influence. Findings of the research show that when a power comes to surface in the international system and searches for increasing power and advancing influence in politics and economics, it will do so through different sources and internal, international capacities. The presence of china in Latin America is looked at around this matter. So china needs to be present in Latin America in order to achieve an international power through a multilateral policy and using smart power.
