Abstract :
Rosenau defines the individual variable, including the individual characteristics of the political elite and derived from the values, talents and experiences of the elite person. On the other hand, Neo, by examining the 5 main characteristics , can be a way to identify elite individual characteristics. The researcher sought to answer the main question, which personality traits are more efficient in order to achieve the desired results in foreign policy? The first answer could include a high level of extroversion, openness to experience, agreeableness, responsibility and a low level of neuroticism. The purpose of this research is to establish a continuous and stable connection between psychology and political science, so that in this way, the elites can be cultivated as an efficient tool according to the needs of the society. The research method is descriptive-analytical and using the NEO test in character analysis. The results obtained from the research findings confirm the researcher's hypothesis and are based on the foundations that elites have a high emotional stability, better control over the environment, themselves and a high concentration on their duties. Elites who have high openness to experience put appropriate criticism .
