Abstract :
The way of directing the flow of regional development is effective in the output of its economic situation. Regional leadership is one of these ways, which is no longer based on hierarchical relationships and centralized power, and it provides the fields for development with institutional changes and the creation and adjustment of institutions. The regional development policies in Iran also lack the definition of regional leadership to determine the path of economic development. For this purpose, Tehran province was selected as the region including the political-administrative capital of Iran. The research is of an applied type and in terms of method, it is a quantitative analysis in which, while studying the theoretical foundations related to regional leadership at the world level and domestic regional management experiences using documents and library research, criteria and indicators for regional economic development variables such as resources endowment, market fit, leadership, entrepreneurship and institutions were compiled and by using quantitative tools, their situation in Tehran province was investigated using the information of Iran Statistics Center and other national and regional reports and documents and with statistical calculations. In the next step, using the PLS method and structural equations, the relationship between the research variables and the extent and intensity of their influence on the regional economic development was investigated according to the developed model, and the average extracted variance of all variables was within the target range (more than 0.5). which indicated the direct effect of all the 5 mentioned variables on the regional economic development. At the end, strategies and requirements for the realization of leadership fields for regional development in Tehran province have been developed and presented, which include legal organizational and institutional capacity building at the regional level for the implementation of development strategies and policies, real decentralization of officials; Efficient and effective monitoring of the activities of public institutions and organizations through inter-organizational interaction and effective and cooperative communication of knowledge flows and industry are the most important of them.
