Abstract :
Justice has always brought satisfaction and support of the people to the governments and guarantees the legitimacy of the governments. The existence of poverty and deprivation in any society creates fundamental challenges for the ruling socio-political system.Providing equal access to facilities with the aim of removing discrimination from groups and individuals is the main feature of determining and pursuing social goals.Also, people's participation in the form of civil and union organizations gives legitimacy to these goals. Pareto believes that the problem of increasing the well-being of the poor classes is more a problem of wealth production and maintenance than a distribution problem, the surest way to improve the conditions of the poor classes is to do something so that the wealth increases faster than the population. To reduce poverty and deprivation, governments need to plan. After the Islamic revolution, the government in Iran has developed multiple five-year development plans in order to remove deprivation and reduce the deprived class. In this article, the main goal is to analyze the impact of the first and second development programs on the underprivileged class during the construction period. descriptive-analytical method and library sources have been used. As the findings of this research show, the first and second development programs that were formulated, planned and implemented in the construction government despite looking at poverty and deprivation, but the impact of these programs on the development process in Iran and the reduction of the deprived class, has not been much, and basically, there is not much efficiency with the implementation of these programs to remove deprivation.
