Considering the importance of the issue of water, especially in the countries located in the arid belt of the world, and the negative effects of climate change in such areas, which, along with other factors such as climate change, mismanagement, and excessive withdrawal of water resources surface and underground, polluting existing resources, losses and wastage from irrigation and water supply networks for domestic, industrial, health and agricultural purposes and many other cases, have caused the intensification of this vital deficiency for today's societies almost all over the world, so the issue of management The principled and rational protection and exploitation of the existing capacities becomes a double necessity. In this study, in addition to the definition of statecraft, which is "the science, art and industry of linking national governance, public affairs administration and operational activities of the country in all areas, in order to achieve the highest goals specified in the constitution or the act of the government of any country, it is presented and The principles as well as the process of state management, which has three areas of hardware, software, and software skills, are explained. In the following, the relationship between governance and statecraft and the characteristics of good governance will be discussed. Water governance, the principles and matters of interest from the point of view of international experts will be another topic discussed in this article, and then we will briefly discuss the history and management of water resources in Iran, the challenges involved and the progress of water governance, and the causes of ineffectiveness of water governance in this land. At the end, by presenting suggestions taken from global experiences and in accordance with the conditions governing the country, solutions to improve the situation and get closer to a good governance will be presented.
