Abstract :
spatial planning has entered the planning literature in the country for more than half a century, and many studies have been conducted in the form of laws and regulations and study plans, and it has been accompanied by many ups and downs, but these measures have not been able to achieve a desired effect in The proper distribution of activities should be in accordance with the territorial capabilities, and currently the country is facing major challenges, which indicate the non-fulfillment of spatial policies and plans. This article seeks to analyze the effective factors in the ineffectiveness of the planning system of spatial planning and the effective actors in the current situation of spatial planning in Iran. Research based on mixed method (qualitative-quantitative) and in other words one method after another method is proposed. The present research has been investigated by using the structural analysis approach (factor analysis and actor analysis) and by using MICMAC and Mactor software. The current research begins with a qualitative approach and ends with a quantitative approach. The statistical community is experts in the field of spatial planning. The subject of study is the spatial planning system in Iran. The method of collecting the required data is through the environmental survey method (semi-structured interviews with experts and experienced people, related articles, reports of related organizations and questionnaires). The findings indicate that the spatial planning system is unstable and many factors and actors are involved in this instability. The results of the research show that due to the placement of several factors and actors in the key part of the spatial planning system, there is a possibility of change and transformation with some reforms and structural measures that require the inclusion of spatial planning in the agenda.
