Comparative study of different toll allocation methods in the world and toll freeway pricing in IRAN

Abstract :
Because of several benefits and good results, such as help to balance lack of public budget for Construction, maintenance and Development of road networks and answering to increasing demand for transportation services, paying the fees by users is highly accepted in the world and some countries are now executing this policy. We are facing to two problems for freeway pricing and toll calculations:1- Costs determination, and 2- Cost allocation. While providing transportation infrastructures in Iran is free of charge for users, in this research, we provide a model for Cost allocation in toll freeways. In this model, the costs of pavement deterioration is calculated based on Equivalent Single Axle Loads (ESALs), and other costs is calculated based on Passenger Car Equivalent Factor (PCEF).
