Abstract :
The present study aims to evaluate the role of Shiraz’s urban management in enhancing institutional and social resilience prior to earthquakes in District 6 of the municipality. Urban resilience, defined as the capacity of social and institutional systems to cope with, adapt to, and recover from natural hazards—particularly earthquakes—plays a crucial role in reducing vulnerabilities and improving disaster management.Accordingly, this study adopts a mixed-methods approach and employs statistical techniques, including independent t-tests, one-way analysis of variance (ANOVA), and multiple regression models, to examine the role of adaptive and absorptive capacities, resilient infrastructures, and social components in urban resilience. The study population comprised residents and municipal officials of District 6 in Shiraz, with purposive sampling employed.The results indicate that social resilience in this district is stronger than institutional resilience, which can be attributed to the effective role of social networks, public participation, and intra-group support in facing crises. At the same time, resilient infrastructures and institutional preparedness in areas with proactive planning have significantly contributed to enhancing resilience. The regression model also identifies adaptive and absorptive capacities as the most significant predictors of urban resilience. Moreover, the recovery time after crises is significantly shorter in areas with higher resilience, highlighting the efficiency of social and institutional factors in accelerating the recovery process.Despite the successes of urban management in strengthening institutional resilience, the findings indicate a need to further develop social resilience and improve coordination among institutions and public participation. Therefore, the study emphasizes that simultaneously reinforcing social and institutional dimensions, along with comprehensive and participatory planning, constitutes the most effective strategy for enhancing urban resilience against earthquakes.
