Prioritization of safe urban areas based on passive defense criteria(Case Study: Urmia city)

Abstract :
The lack of security causes a crisis, and securing the city based on passive defense approaches is one of the most essential components to prevent urban vulnerability. This research was conducted with the aim of measuring urban security with the focus on passive defense criteria in Urmia city. The collection of information has been done in two ways, library and field. The data has been collected through documents, library reports, observations and field surveys, taking surveys and completing questionnaires from urban experts. The statistical population of the research includes urban experts who were selected as a statistical sample of 9 people using the theoretical saturation method. The analysis of data is done using descriptive and inferential statistics and then using the TOPSIS model. The results show that the city of Urmia is not in a suitable condition in terms of the principles of passive defense, and the 2nd zone (the central part of the city) is the farthest away from the ideal solution, and it is in the lowest rank among other areas of the city. And it is one of the weakest areas in terms of non-functional defense standards. Also, the reason for the low safety in this region compared to other regions is the lack of proper infrastructure, which is much weaker than other regions, and the infrastructure index is important in this region only because the location and improvement of the transportation network, location and improvement of the electricity network, renovation and improvement of worn-out structures, zoning and districting and retrofitting of buildings have worse conditions compared to the infrastructure index. After this zone, zones 1 and 3 are in the next rank of being far from the principles and criteria of passive defense.
