Abstract :
Today, smart cities growth on urban scale has reached a relative and understandable stability that the smart region has been considered as a smart city on a regional scale. Due to the rapid growth of technology, internal development of cities, maximum access and similar factors, we see changes in cities, which is the importance of entering regional planning and creating smart region to regulate and direct these developments in cities and attention to villages in Shows more intelligence. The purpose of this study is to provide definitions similar to smartening and conceptualizing smart region, which in the second step is to express the characteristics and challenges of each. The method of this research is descriptive-analytical and in terms of purpose it is fundamental-theoretical considering that it tries to conceptualize smart region and its features through in-depth study of the existing literature on smart areas. The challenges of similar definitions for smart region are also involved. The smart region, considering a set and system of metropolises, cities, villages and surrounding areas, has the ability of a large-scale planning and enables better communication and development of each region and its interactions with other regions. As a result, according to the definitions and studies, we can point to issues such as economic, environmental, infrastructure, citizen-centered, etc., which is one of the most important challenges in smart areas. As long as the country's systems continue to operate traditionally and do not undergo positive structural change, there is no hope for progress in regional intelligence.
