Abstract :
This process has not been very successful and has created problems in the application of modern government management. The purpose of this study was to identify the structural and institutional shortcomings of the public sector in applying the key features of the private sector and to provide an appropriate model to create a favorable environment for the implementation of modern government management in Iran. The research method was applied in terms of purpose and descriptive-exploratory. The required data were collected through field method, semi-structured interview and questionnaire. Statistical population: 385 students and experts in the field of management and managers of the public sector of Fars province by random sampling, and 15 experts of the faculty of different fields of management of public and free universities in Fars province who by They were purposefully selected. the results showed that all path coefficients were significant at 95% confidence level. Therefore, the relationship between all themes of the model is approved, but this relationship has different priorities. The results indicate that content failures with path coefficient (0.738) in the first priority and structural failures with path coefficient (0.456) in the second priority in terms of their impact on the use of key features of the private sector, with Considering the implementation of the five central principles of the establishment of modern government management in Iran.
