Providing Appropriate Strategies in the Field of Cultural Policy-Making in Education to Strengthen National Solidarity and Identity

Abstract :
Today the realm of culture has expanded and, more than ever, the economic, social and security development of countries is linked to cultural issues. In many countries, culture is a subject of cultural policy-making, management and planning. The purpose of this study is to determine the internal and external factors affecting cultural policy-making in education and then to present appropriate strategies in the field of cultural policy-making in education to strengthen national cohesion and identity. The research method was descriptive and analytical documentation. Using the SWAT model, strategies have been presented regarding cultural policy-making in education to strengthen national solidarity and identity. In total, four types of strategies were identified in the SWAT model: aggressive- competitive strategies, intelligent revision-change strategies, diversity strategies, and defensive strategies. The research findings show that, cultural policy-making in education can be effective in strengthening national solidarity and identity through discourse and transmission of national and religious values and norms to the younger generation; coherence in policy-making of cultural policies based on Iranian-Islamic identity, balanced attention to the category of national identity in textbooks, and institutionalization and political socialization of social values
