Strategic Foresight of Sport for all in Iraq: A Macro-Analysis of Trends

Abstract :
There are changes or events in the future that are relatively unlikely to occur, but their potential impact on the advancement of affairs is extremely high. In this study, the Delphi technique was used to identify the surprises that will affect the future of Iraq public sports. This research is a mixed-method research study based on the complexity theory paradigm and has an exploratory approach. The participants in this study were 10 experts specializing in the fields of futures studies and public sports and familiar with futures studies. They were first selected purposefully and then by the snowball method. In three rounds of implementing the Delphi technique, they reached a consensus on six categories of surprises. These surprises were categorized into five categories: trends, images, emerging factors, drivers, and uncertainties. In a general conclusion Finally, it was determined that in order not to be surprised by surprises and drivers, from the "reaction time" which is the gap between weak signals of the present and the time of occurrence of future surprises, the guardians of public sports need to formulate a comprehensive and operational plan to monitor the future and predict the future for the development of public sports. The results showed that identifying surprises and drivers affecting the future of the development of public sports in Iraq can, to some extent, identify different futures with different probabilities. In a general conclusion, it can be acknowledged that by identifying surprises affecting the future of the development of public sports Iraq.
