Analysis of the Impact of Organizational Culture Indicators on Integrated Urban Management (Case Study: Tehran Metropolis)

Abstract :
Introduction:
One of the key factors for integrated urban management—as a comprehensive and coordinated approach to the planning, implementation, and monitoring of urban development—is organizational culture. Organizational culture, with its fundamental role in guiding behaviors, decision-making, and organizational interactions, can serve as an effective foundation for improving the quality of urban management and achieving sustainable development goals. Therefore, paying attention to various dimensions of organizational culture and analyzing its impact on integrated urban management, particularly in metropolises such as Tehran, is an undeniable necessity.
Research Objective:
The objective of this study is to identify and examine the dimensions and indicators of organizational culture and to evaluate their impact on integrated urban management in the metropolis of Tehran. This study aims to explain the role of cultural components in enhancing the mechanisms of urban governance and to offer strategies for improving the urban management system.
Research Methodology:
The research employs a mixed-method approach, combining both qualitative and quantitative methods. It includes interviews with urban managers and the use of questionnaires to assess organizational culture and urban management performance. The statistical population consists of 50 managers, experts, and specialists from the 22 municipal districts of Tehran. The collected data were analyzed using the DEMATEL model.
Geographical Scope:
This research was conducted within the geographical scope of the metropolis of Tehran.
Findings:
The research findings based on influence and influenced relationships in the DEMATEL model indicate that social responsibility, development and training, and participation and collaboration are causal factors. In contrast, other factors such as employee job satisfaction, information transparency and trust, and finally creativity and innovation are effect factors.
Results:
The study results show that the dimensions of creativity and innovation (0.189), information transparency and trust (0.176), and employee job satisfaction (0.175) rank first to third respectively, indicating the significance of each in strengthening integrated management at the metropolitan level in Tehran.
