An analysis of urban management and planning performance in Sar-e-Pul-e-Zahab after the earthquake

Abstract :

Earthquakes, as the most destructive natural disasters of the present era, have always demonstrated their importance objectively in urban areas, which, based on their magnitude, can create huge crises in a short period of time. In this regard, the city of Sar-e-Pul-Zahab was selected as a case study, and then a relationship was prepared and proposed to examine the role of urban planning in reducing the vulnerability of the city. In this regard, the factors and variables involved in the vulnerability of the city, including access to public open spaces, population density, building density, building quality, access, and proximity to dangerous uses, were defined in a specific number of classes, and then a de-scaling process was implemented on them. The data collection method in this study will follow the usual methods in urban studies, including document reviews and field studies such as visiting statistical centers, libraries, and information centers, filling out a questionnaire on site, and reviewing the basic documents of the reconstruction plan for the city of Sar-e-Pul-Zahab. In order to test the research hypotheses, a questionnaire will be completed on site and by citizens according to the prepared criteria. The findings of the questionnaires were examined based on one of the quantitative methods of data analysis and causal analysis between variables and using SPSS software. Based on the findings of the questionnaires, it is possible to evaluate the level of citizens' satisfaction with the quality of environmental components in the public space under reconstruction, as well as their desirability. In addition, the existence and degree of correlation between the sub-criteria and the effects they have on each other in the study area were estimated. The results indicate that the average rank of managers' actions in all four dimensions of legislation, culture, planning, and urban design is lower than average. Meanwhile, the status of their actions regarding the infrastructure support index has been better than other indicators and they have been more effective in this field, and then the legislation index is ranked very close to infrastructure support, and then urban planning is in the next rank with an average of 2.14, and finally, managers' actions in relation to the culture component with an average rank of 2.01 are in a more unfavorable position than the other components discussed in this study. On the other hand, according to the results of this study, urban managers have not been very effective in decision-making, monitoring, and implementation, which are the main items constituting the legislative index in this study.
