Water Governance from the Perspective of International Institutions to the Analysis of the Performance of the Sixth Plan and Its Place in the Seventh National Development Plan

Abstract :
One of the important policies of the agricultural sector at the macro level is maintaining food security. Given its direct connection to national security and governance authority, this highlights the necessity of planning at the macro level of the country. Global challenges such as climate change, frequent droughts, unpredictable rainfall patterns, and threats to ecosystems have increased the need for international and national cooperation in water resource management, which itself indicates its direct connection to the governance of this vital water resource. In line with the national planning system, one of the most important measures in completing the development chain is continuity in formulating, approving, implementing, and monitoring the program, which is carried out through the National Planning and Budget Organization as the sole custodian. Therefore, this article attempts to examine the degree of alignment of the program's performance at the national level and the continuation of policy-making actions in the Seventh Development Plan by focusing on the documented reports on the performance of quantitative goals in the Sixth Development Plan regarding the issue of water in the agricultural sector and other related systems, using the Systematic Literature Review (SLR) and Comparative Analysis or Qualitative Content Analysis To determine the most important challenges of non-fulfillment from the perspectives of international and national organizations in the period 2017-2024. The results showed that in the water governance sub-sectors, regarding water resources management: lack of financial resources (importance code 6), lack of coordination between responsible institutions (importance code 4), and lack of accurate and up-to-date data (importance code 3); in the water resources optimization sector: weak infrastructure (importance code 4), lack of financial resources (importance code 3), and high costs (importance code 3); in the water resources protection sector, failure to allocate anticipated funds (importance code 6), delays in budget allocation, and liquidity problems (importance code 5) are among the most important fundamental problem. In the infrastructure development and upgrade sector, lack of financial resources (importance code 5), weak planning, climate change, and wear and tear of distribution networks (importance code 2) are among the most important fundamental problems. Based on key challenges from a national and international perspective, it is clear that the change in approach in the Seventh Development Plan has been towards participatory governance and water diplomacy.
