Abstract :

The implementation of the law transferring the management of the wheat, flour, and bread supply chain from the Ministry of Industry, Mine, and Trade to the Ministry of Agriculture Jihad aims to enhance coordination, reduce waste, boost productivity, and ensure equitable bread access. This descriptive-analytical study used the Delphi questionnaire method, involving 15 experts from Takab County (3 senior managers, 3 bakers' union members, 3 university professors, and 6 agricultural specialists). Questionnaires were analyzed over three Delphi rounds. Findings revealed that the performance of wheat and grain purchasing centers and farmers had no significant impact on improving the supply chain, while bakers and flour mills had a notable effect. However, challenges like weak oversight, inadequate infrastructure, and inter-organizational coordination issues limited the law’s effectiveness. Recommendations include revising the decentralization law, strengthening oversight, and improving infrastructure to support integrated management under the Ministry of Agriculture Jihad, enhancing food security and supply chain sustainability. The study underscores the need to redesign the supply chain and address implementation barriers to prevent extra costs and flour smuggling, ensuring fair bread access.
