Abstract :
Turkey’s policy towards Central Asia in the 90s was full of passion and enthusiasm towards building a community of Turkish-speaking countries. Such an enthusiasm wasn’t accompanied with an appropriate strategy, therefore, Turkey couldn’t expand its influence in a real sense of the word. Due to the presence of some competitors such as America, Russia, China and Iran and also lack of financial resources, Turkey couldn’t play its role well. Because of different reasons such heterogeneity of values and norms, different lifestyles, inability to secure the borders with neighboring countries, Qatar somehow turned a blind eye towards its utopia of leadership in the Central Asian countries. Although it couldn’t have a major role to play in the pursuit of Pan-Turkism approach, Qatar seems to play an important role in energy transfer
