Presenting a model of e-learning of human resources during the Corona crisis in the Ministry of Roads and Urban Development

Abstract :
Objective:
The purpose of this research is to present the model of electronic training of human resources during the Corona crisis in the Ministry of Roads and Urban Development. The type of research is descriptive in terms of purpose and applied in terms of results and quantitative in terms of data type.
Methods:
In the Delphi stage, 10 experts in Human Resource Management and Ministry employees were selected via purposive and probabilistic sampling. For the model testing stage, 154 employees were chosen from 257 using Cochran’s formula and simple random sampling.
Results:
Data collection tools in the qualitative stage were interviews and in the quantitative stage was a researcher-made questionnaire. The content validity of the questionnaire was confirmed by experts. The reliability of the questionnaires was confirmed in a pilot study with 30 subjects and Krubach's alpha coefficient higher than 0.7. Data were analyzed in qualitative phase by theme analysis method and in quantitative phase by descriptive and inferential statistics methods and Spss and Lisel software. In the descriptive statistics section, mean and standard deviation were used. In the inferential statistics section, Kolmogorov-Smirnov test was used to determine the normality of the data and KMO and Bartlett tests were used to evaluate the adequacy of sampling were used.
Conclusion:
Qualitative findings identified behavioral (12 indicators), structural (11 indicators), and contextual (13 indicators) damages in educational policies. The model comprises infrastructure (4 indicators), facilitators (15 indicators), and barriers (11 indicators). Quantitative analysis confirmed all indicators’ significance at a 95% confidence level. This model supports e-learning implementation during the crisis and provides a foundation for future research.
