Model of calligraphy process in the higher education system of the country

Abstract :
The purpose of this research is to provide a model of calligraphy process in the higher education system of the country. Research method in terms of purpose, basic-applied; it is descriptive-survey in a mixed method (qualitative-quantitative) and according to the method of data collection or the nature and method of research. The faculty of the Faculty of Educational Sciences of governmental and non-governmental universities of Tehran province was considered 825, in the qualitative part 12 people were considered as a sample and in the quantitative part 262 people were considered according to Cochran's formula. In order to collect the information required for the research, two methods of documentary and field studies were used and data collection tools were used in the qualitative part of the semi-structured interview and in the quantitative part of the researcher-made questionnaire in the policy-making process in higher education. Open-axis-selective coding was used to analyze the collected data in the qualitative part and Smart PLS statistical software was used to analyze the quantitative part of the data for factor analysis. The research findings showed that the components of the policy-making process in the higher education system are: attention to educational and research functions, attention to monitoring and evaluation in policy formulation, access to educational opportunities, growth of moral values, equal distribution of social justice, Control of socio-cultural conflicts, attention to the growth of individuals, scientific support of elites, proper distribution of funds, cultural development, equipping educational facilities, improving structural relations, scientific development, economic development, controlling political and party issues in policy development, political development, consistency Policy with facts, use of capable policymakers, social development, government support and finally organizational support. Also, the fit indices showed that the proposed model has a suitable fit.
