Identifying indicators, dimensions, and components of network governance in strengthening interaction between university and industry: An exploratory study

Abstract :

Effective communication between universities and industry is recognized as one of the key factors in economic development and innovation. This study aims to identify the characteristics, dimensions, and components of university-industry cooperation in Iran within the framework of network governance and to provide a model for improving these interactions. Considering the challenges in the network governance system and the need for coordination between stakeholders, this study examines the barriers, opportunities, and solutions to strengthen university-industry communication. This research was conducted with a qualitative approach and using thematic analysis and content analysis methods. Data were collected through semi-structured interviews with 15 academic experts, industrial managers, and policymakers and content analysis of 15 selected texts. Sampling was purposeful and continued until theoretical saturation was reached. Open, axial, and selective coding methods were used to analyze the data, and a conceptual model was designed using MAXQDA software. The findings led to the identification of 6 components, 20 dimensions, and 66 indicators. To strengthen the relationship between universities and industry, it is necessary to strengthen supportive policies, such as the establishment of intermediary institutions and the reform of laws. Developing a culture of trust and knowledge management can reduce existing barriers. The results of this study showed that providing infrastructure and developing equipment, developing a communication network, developing common models, supportive and incentive policies, and skill development and empowerment of human resources have been identified as effective components of the relationship between universities and industry based on network governance. The findings of this study also indicate the key challenges of this relationship, such as the mismatch of educational programs with industry needs, lack of research infrastructure, and bureaucratic obstacles.
