Abstract :
Abstract: Legal rules can be considered as propositions that regulate and harmonize human relations and generally
explain the pattern of human behavior within a material framework.
Many legal rules have been inspired by the cultural teachings of a society, which have accelerated and facilitated the formation of law with the stability and solidity resulting from the acceptance of the general public. Therefore, the social structure of culture is definitely impossible under such dominant assumptions.

This research aims to clarify culture as the cornerstone of the formation of law through the analysis of the intellectual foundation involved in the aforementioned process.
