Abstract :
Electronic government in the Ministry of Sports and Youth is one of the important phenomena resulting from the use of information and communication technology, the implementation of which has had a profound change in the way of life, administration and leadership of countries, and is a combination of information technology and the web information network, which aims It is the direct provision of services to citizens, government employees, commercial sectors and other government sectors, therefore the purpose of this research is to identify the factors affecting the development of e-government in the Ministry of Sports and Youth. The current research method is qualitative with Glazer's approach and of an exploratory type. The statistical population included experts (members of the university's faculty - deputy ministers of the Ministry of Sports and Youth - senior managers of the Ministry of Sports and Youth). Field of study and having scientific writings related to the brand, having managerial positions and executive experience in the field of the present research were among the selection indicators for the initial list of experts. The sampling method was used as non-probability sampling, with targeted selection and with maximum diversity or heterogeneity. The sample size in this research was equal to 14 people based on the theoretical saturation index. The measurement tool was open interview and was analyzed based on three stages of open, central and selective coding. Based on data analysis, 73 primary concepts, 13 main categories were identified. The factors identified in this research include infrastructural factors, socio-cultural factors, organizational management factors, financial and economic factors, creating a platform for access to digital content, access to online services, human capital, system quality, information quality, trust, citizen satisfaction, usefulness.
