The meaning of urban development among city managers and policy makers (case study: Rasht metropolis)

Abstract :
The outskirts of the city, as a very complex and changing organization, have an ambiguous and unstable atmosphere. This situation is continuously monitored and monitored through urban management to put the surrounding cities in a balanced and stable situation. The research seeks to provide a phenomenological method from the lived experiences of city officials in order to understand the meaning of suburban development as an indicator to evaluate and monitor the performance of the urban situation. This was analyzed through MAXQDA 2020 software.Findings show that urban managers and policymakers tie the understanding of the meaning of development in the peripheral spaces of the city to the components of government-centered, sustainable-centered, collective-centered and commitment-centered; from the point of view of managers and policy makers, paying attention to the suburbs will lead to the elimination of marginalization in the suburbs through the mentioned components. Also, the rotation of intermediate components was identified and adjusted based on this research through a theoretical expansion of the structure of one-dimensional understanding of the environment. According to the research findings, it is suggested that participatory management for organizational environments and neighborhood-based urban renewal urban plans based on the role of the citizen be on the agenda.
