Abstract :
Although historical contexts have an existential value called identity, they are gradually isolated over time due to incompatibility with other contexts. In many parts of the world, including our country, the existence of such contexts is a major challenge for city managers because they do not follow the steps of growth and development along with the whole city. In dealing with this issue, several policies and approaches have been tested that lacked comprehensive accountability. Therefore, the current research problem is to find a comprehensive and appropriate model of intervention in worn tissue. In addition to documentary studies to achieve the desired model, the research has tested it in the field (by referring to experts). The statistical population is 70 specialists and experts who were selected by purposive sampling. Questionnaire data were analyzed in SPSS software. Due to the high score of 4 criteria and sub-criteria and the standard deviation of less than 1, the proposed research model was finally approved.
