Abstract :
Multilateralism based on justice and international law, as an alternative approach to power-based relations in the international system, requires attention to fundamental principles and legal requirements. This approach seeks to create a balance in relations between countries and secure common interests through international cooperation. Multilateralism, as a new model for international cooperation, can be proposed as an effective response to global challenges. This approach is based not only on power but also on human principles and international law. By creating multilateral structures that bring different countries together at a negotiating table, it is possible to solve global problems, including climate change, humanitarian crises, and economic inequalities. This type of cooperation can help strengthen diplomatic and economic relations between countries and pave the way for creating lasting peace. However, there are also operational challenges in the path to realizing this type of multilateralism. Conflicting national interests, the weakness of international institutions, and the need for changes in attitudes and policies are among the obstacles to this approach. Many countries may be reluctant to sacrifice their national interests for the collective good. International institutions also often face problems such as lack of credibility, limited resources, and inability to implement decisions. In addition, cultural and historical influences can also influence countries’ attitudes toward multilateral cooperation. Some countries may have negative experiences from previous cooperation that have led to distrust of multilateral processes. Therefore, in order to create a new multilateral system that is based on justice, it is necessary to identify and address cultural and historical obstacles.
