On the eve of the Constitutional Movement in Iran, the capital and some states of the country witnessed movements that were based on new ideas that were in line with the social and economic demands of the people, manifested through influences and associations, guided by influential people. Made The main issue of this research is where the influential factor in the formation and content of publications and publications in the state of Kerman on the eve of the constitutional movement, and then before the end of the fourth parliament? And what other policies and policies have been affected by the content of the publications? The main hypothesis in this article is that the historical and social conditions of Iran, especially the Kerman province, have had the greatest impact. Historical surveys show that in the early years of the constitutional movement, and especially from 1327 AH, the Kerman publication began more seriously, and by the end of the Qajar monarchy and the beginning of the reign of the Pahlavi, with the policy Such as awareness-raising (people's awareness) and content such as Kerman news and information, support for independent and libertarian, national issues, especially those related to negotiations, as well as support for Islam, Iran and the independence of the country.
