Designing a model of learning organizations in public Organization with a high reliability approach

Abstract :
Today, learning organizations are recognized as an effective approach to solving problems and improving performance in traditional organizations. This issue has become particularly important in government organizations, which often have bureaucratic structures and are always striving to provide better services to citizens. The present research aims to design a model for learning organizations in the public sector, emphasizing a high-reliability approach. This study is classified as applied research and of a mixed type (combining qualitative and quantitative analysis). In the qualitative part, the data were collected using the meta-synthesis method based on the seven-step framework of Sandlewski and Barroso (2007). Then, they were coded using MAXQDA24 software and content analysis on them. In the quantitative part, the fuzzy Delphi technique was used to ensure the validity and localization of the proposed model. The statistical population of the study included 16 senior managers of governmental organizations and faculty members of universities who collaborated as experts in the research. The results show that the final model consists of five main dimensions: organizational structure and governance, learning and skill development, human factors and organizational behavior, leadership and guidance, and organizational occupational, communication, and cultural factors. These dimensions include 18 components and 136 indicators that are coherently and purposefully categorized in the proposed model. This model can help government organizations to follow the path of learning and strengthening reliability with a structured approach.
