Abstract :
The purpose of the present study is to identify the components of smart management aimed at improving organizational behavioral performance in the Water and Wastewater Company of Tehran Province using thematic analysis and fuzzy Delphi techniques. The weighting and prioritization of each component are conducted using the Analytic Hierarchy Process (AHP) technique. The novelty of this research lies in the innovative use of combined techniques, such as thematic analysis, fuzzy Delphi, and AHP, along with the introduction of the dimension of organizational insight within the scope of emotional intelligence, the component of organizational open-mindedness within the dimension of organizational-human intelligence, and the addition of structural intelligence. This differs from other studies that seem to have less focused on this methodology and these variables to explain the components of smart management aimed at improving organizational behavioral performance in the Water and Wastewater Company of Tehran Province. This study's statistical population and sample consist of 15 senior managers from the Water and Wastewater Company of Tehran Province, all of whom hold at least a master's degree and have a minimum of 20 years of work experience in smart management. The results from the screening of components using thematic analysis and fuzzy Delphi showed that, based on the synthesis of interviews conducted in stages 1 to 3 through open coding and qualitative content analysis of themes and statements, a total of 6 main dimensions, 12 components, and 52 indicators were identified. Furthermore, the results of weighting the research dimensions using the AHP technique indicate that technological intelligence ranks first, environmental intelligence ranks second, and competitive intelligence, emotional intelligence, organizational-human intelligence, and structural intelligence rank third to sixth, respectively.
